The Windsor Gardens project was originally approved as a 12 lot live/work project in 2011. Due to changes in market demand, the project has been redesigned to entirely residential with Town of Windsor approval of that change and an extension of the tentative map being granted in May 2020. Although the change to the residential only use has been approved, the redesign of the homes has not specifically been through design review approval. The elevations and floor plans included in this marketing package are conceptual at this point. However, Warren Hedgpeth, the project architect, has shown said elevations and floor plans to Town staff with the building and fire departments and believes that staff will support the change. The site of the project is 1.17 acres at the Southeast corner of Old Redwood Highway and Merner Drive. It is a level site adjacent to Esposti Park to the south and older established upper mid-range SFD homes to the east. The property is close to a major retail center anchored by Walmart and Home Depot, the Windsor 18 hole golf course, Highway 101 and the Sonoma County Airport. The homes are of the “duet” design. Main homes are each 3 bedroom/2.5 bath of 1,458 square feet with a studio ADU of 447 s.f. above the garage. Each parcel will have a secure garage and a carport. There will be no H.O.A., but the loop drive for vehicle access to the homes is a private common area and there will be three charge stations (required in the map extension) which will be located in the common area. The homeowners will have a joint maintenance agreement for dealing with the common area. The project was approved with a Negative Declaration regarding environmental impacts. The site has been surveyed and there is a cultural resources study and an acoustic study for the project. Unfortunately, the civil engineer who was involved in the project has retired and we do not have an estimate for the costs for required on and off site improvements.
